DDP Apparel Quotes: The Hidden-Cost Checklist Before You Pay
The short answer: a real DDP quote is not just “shipping to your door.” It should name the exact destination and state who handles import clearance, duties, taxes, customs brokerage, final delivery and exceptions. If the quote is dramatically lower than other door-to-door offers but contains no breakdown, do not assume it is a bargain or a scam. Treat it as an incomplete commercial term and make it complete before payment.
Under ICC Incoterms 2020, DDP places the maximum obligation on the seller: delivery is made at the named destination, cleared for import, with import duty and applicable taxes for the seller’s account. The phrase is powerful precisely because the named place and responsibilities matter.

DDP must name a place
“DDP USA” is incomplete. “DDP [named warehouse address or agreed delivery point] Incoterms 2020” is far clearer.
ICC guidance emphasizes naming the destination precisely because that point controls delivery, transfer of risk and which costs sit before or after it. For a buyer, the named place also exposes whether the quotation includes the real last mile rather than only arrival at a port, airport or local depot.
Before accepting the quote, ask the seller to restate:
- Exact named place of destination
- Incoterms version
- Transport mode
- Whether unloading is included or excluded
- Any destination conditions that can trigger an extra charge
Ask who is doing the importing
DDP gives the seller responsibility for import clearance, but practical rules vary by destination. ICC itself warns that sellers should use DDP with care because local law may make import clearance difficult for a foreign seller.
Ask for a plain-language process map:
- Which party is the importer of record?
- Which customs broker or courier clearance channel is used?
- Whose tax or customs registration is used where required?
- Which documents will the buyer receive?
- Who responds if customs asks for product, origin or valuation evidence?
If the answer is “our forwarder handles everything,” ask the same questions again with names and responsibilities. A forwarder is a service provider, not a substitute for identifying the legal importer.
Never approve under-declaration
A low DDP price can be based on a legitimate consolidated route, negotiated freight or a different service level. It can also be based on an incorrect shipment weight, incomplete tax assumption or an undervalued customs declaration.
Do not agree to a false value, vague product description or wrong country of origin. For U.S. textile and apparel entries, CBP requires accurate entry documentation and manufacturer identification; its importer guidance also makes clear that the importer of record remains responsible for correctness and applicable duties even when a broker is used.
Ask to review the commercial description, quantity, value, country of origin and manufacturer information that will be used for clearance. “Lower tax” is not a product benefit when it depends on inaccurate documents.
Why a DDP price changes after pickup
A later request for more money does not prove the original quote was dishonest. It does mean the original assumptions need to be compared with the final shipment.
Check, in order:
- Did carton count, gross weight or dimensions increase?
- Did the destination or delivery conditions change?
- Did the transport mode or route change?
- Was duty or tax excluded even though the line said DDP?
- Was an abnormal customs examination or storage event documented?
- Was a surcharge listed in the original exclusions?
Require evidence and a revised line-item statement before paying an extra charge. If the shipment data did not change and the cost was supposed to be included, preserve the original quote, order terms and message history.
Put the DDP scope into the written order
Whatever protection sits behind your payment — a platform escrow programme, a letter of credit or trade insurance — it is tied to the terms written into the order. A chat message saying “all included” is weaker than an order attachment that names the destination and lists duties, taxes, clearance and final delivery.
Use wording that can be checked. For example:
> DDP [named destination] Incoterms 2020. Seller arranges and pays carriage, export and import clearance, applicable import duty and taxes, customs brokerage and final delivery to the named point. Shipment basis and listed exclusions are attached as Quote Version [date/version].
The exact contract should match your destination and professional customs advice. The point is not to copy a sentence blindly; it is to remove ambiguity before money moves.
DDP, DAP and FOB are not interchangeable
- DDP: seller handles the import-clearance and duty/tax obligation through the named destination under the ICC rule.
- DAP: seller brings goods to the named destination, while import clearance and duties/taxes remain with the buyer.
- FOB: used for sea or inland-waterway shipment; seller delivers on board at origin, and the buyer controls the main freight and import side.
If a seller says “DDP, but duty is yours,” the term being described is not DDP. Ask for the correct Incoterm rather than accepting contradictory language.
